Priority is to be given to those persons:

- persons with disabilities and persons with disabilities from childhood, orphans and children deprived of parental care, persons with one or both parents with disabilities;

- young people without parental care until their majority, rural youth population, who came under the educational programs,  defining social and economic development of the village, as well as nationals who are not citizens of the Republic of Kazakhstan;

- families with many families and low-income families;

- «Mangilyk El Zhastary-Industriaga!» («Serpin-2050»);

- owners of "Altyn Belgi", winners of international and republican sport  and creative competitions.
