Shakarim University. Strategic Partnership with Leading Chinese Universities: Access to New Opportunities

Today, representatives of Shakarim University, led by Rector Duman Orynbekov, visited the National Technology Transfer Center at Xi’an Jiaotong University. During the meeting, preliminary agreements on mutual cooperation were discussed, with the signing of an agreement planned within a month.

The meeting brought together key representatives from China, including Wang Wen (Xi’an Jiaotong University), Li Changye (Dingye Business and Trade Co., Ltd.), Ma Dongzi (Hapath Co., Ltd.), Zhu Jinbo (Coastal Holding Group), and Hou Ying, alongside Shakarim University’s delegation led by Rector Duman Orynbekov and Vice-Rector for Internationalization and Innovation Erasyl Dulatbay.

Wang Wen presented the mechanisms of technology transfer and commercialization implemented at Xi’an Jiaotong University’s National Technology Transfer Center and highlighted the potential for cooperation with Kazakhstani universities.

Rector Duman Orynbekov introduced Shakarim University’s strategic development directions, its role in the international educational space, and ongoing collaborations with Chinese partners. He emphasized the university’s strategic focus on strengthening partnerships with China’s leading institutions.

Particular attention was given to expanding cooperation with Northwest A&F University, which, following the 2024 Memorandum of Cooperation, has now reached a new level with the launch of dual master’s degree programs, internships, and joint research projects starting this year.

The preliminary agreements between Shakarim University and the National Technology Transfer Center at Xi’an Jiaotong University are particularly relevant in light of Kazakhstan’s recent strategic initiatives.

In February 2025, President Kassym-Jomart Tokayev, via teleconference, participated in the opening of a transport and logistics center at Xi’an’s Dry Port, a critical hub where one-fourth of China-Europe freight trains are assembled.

During the event, President Tokayev emphasized that the "One Belt, One Road" initiative will provide a new impetus for the Trans-Caspian International Transport Corridor and strengthen trade and economic cooperation in Eurasia. He specifically underlined the need for integrated IT solutions to create a unified digital ecosystem.

In alignment with these national goals, Kazakhstan and China have already signed agreements to launch three new Kazakhstan-China transport and logistics terminals by the end of the year.

Today’s meeting at Xi’an Jiaotong University’s National Technology Transfer Center represents not just an academic collaboration, but a key element of deeper integration into Kazakhstan-China transport and logistics initiatives.

As global economic processes evolve, new logistics, digitalization, and sustainability solutions are required. Given its geographic proximity to China, Shakarim University has the potential to become a regional hub for training specialists at the intersection of science, technology, and industry.

Shakarim University aims to integrate educational and research programs in logistics, technology transfer, intelligent transportation systems, digital logistics, and innovative solutions for the Trans-Caspian International Transport Corridor, while its partnership with Xi’an Jiaotong University’s National Technology Transfer Center will provide access to global research collaborations in logistics automation, environmental sustainability of transport routes, and IT solutions for global trade chains.

Additionally, this collaboration will foster industry partnerships, ensuring opportunities for practical learning, investment in strategic initiatives, and workforce development. At Shakarim University, specialists in these fields are trained at the Higher School of Artificial Intelligence and Construction (https://gsaic.faculty.shakarim.kz/ru).

Rector Duman Orynbekov emphasized that with over 60 international partnerships, Shakarim University's expanding cooperation with Northwest A&F University and Xi’an Jiaotong University's National Technology Transfer Center marks its transformation into a hub for knowledge transfer, technology development, and innovation, driving regional economic sustainability.

He emphasized that this transformation requires faculty and staff to embrace change, as opportunities for academic exchange, research, and innovation represent not just external benefits but an internal shift, highlighting that the successful implementation of Kazakhstan’s national strategies depends on educators who train specialists to drive innovation and regional development, while assuring future students that a Shakarim University diploma is a gateway to professional success and high demand in their chosen fields.
