REGULATIONS ON THE UNIVERSITY RECTORS’ BOARD

OF EAST REGION

 

This Regulation regulates the legal status of the Board of Rectors of the Board of Rectors of the Eastern Region Universities (hereinafter referred to as the Board) and determines the procedure for the implementation of the functions assigned to it.

1. The Board is a permanent consultative and advisory body, the personal composition of which is approved at a meeting of the Board.

2. The Board was established in order to coordinate the activities of universities in the Eastern region on the development of higher and postgraduate education, generalization and dissemination of positive experience in organizing the educational process, scientific work, advanced training of scientific and pedagogical personnel and other employees, improving the system of higher education, meeting the needs of the region and countries in qualified specialists, as well as social support and protection of members of university teams.

3. The main activities of the Board are: 1) development of recommendations to determine common approaches and policies in higher education aimed at further improving the educational process, developing science and improving the material and technical base;

2) development of normative legal acts in the field of higher and postgraduate education;

3) creation and maintenance of the functioning of the educational and methodological association;

4) development of proposals for the development of higher and postgraduate education, taking into account the needs of the economy, the availability of labor resources and the rational placement of educational institutions, specialties / educational programs and areas of training in higher educational institutions of the Eastern region;

5) introduction of anti-corruption mechanisms, achievement of academic honesty in the educational process, communicative openness;

6) ensuring pluralism and inclusiveness in the educational process;

7) promotion of academic mobility of students and scientific and pedagogical workers, development of integration of higher educational institutions of the region and scientific institutions in the field of training, retraining and advanced training of specialists and scientific research;

8) strengthening ties between the universities of the Eastern region with commercial and non-profit organizations on the issues of practical training of students, employment of university graduates;

9) coordination of the activities of the universities of the Eastern region for vocational guidance and work with talented youth;

10) development of measures and proposals for the development of universities in the Eastern region, improving the social status of students, undergraduates, doctoral students, students, teachers and other employees of universities;

11) assistance in strengthening and developing direct international relations of higher educational institutions;

12) conducting an examination of draft regulations relating to issues of higher and postgraduate education on behalf of the Ministry of Education and Science of the Republic of Kazakhstan;

13) interaction with industry academies, associations of higher educational institutions, associations of employers, trade unions, foundations;

14) assistance in raising the social status of rectors and other categories of senior employees of higher educational institutions;

15) provision of consulting and information services to enterprises, institutions, organizations and citizens on the activities of higher education.

4. The Board in its activities is guided by the Constitution, legislative and other regulatory legal acts of the Republic of Kazakhstan and these Regulations, which determine the direction of the Board's work, its powers, structure and is adopted at the first meeting of the Board.

5. The Board is created voluntarily by agreement of the Rectors.

6. The composition of the Board ex officio includes the Chairmen of the Board-Rectors, Rectors, Presidents of universities, regardless of the form of ownership, located on the territory of the Eastern Region.

7. The Board holds its meetings as necessary, but at least once a quarter.

The Board's decision is taken by a majority vote of those present. The meeting of the Board is competent if at least 2/3 of the members of the Board take part in it. In special cases (illness, business trip), a member of the Board at meetings can be represented by his authorized representative with the right to vote (with written confirmation of authority to this meeting).

The work of the Board is managed by the chairman, and in his absence - deputies (deputy), elected from among the rectors of universities - members of the Board.

The Chairman of the Board and his deputy are elected at a meeting of the Board of Rectors by open voting by a simple majority of votes for a period of 1 year.

In case of early resignation by the Chairman of the Board (of his own free will, upon dismissal from his post, upon expiration of the term of the labor contract as the rector of the university), the functions of the Chairman are assigned to the Deputy Chairman of the Board until the procedure for electing the Chairman.

The Chairman of the Board and his deputy may be dismissed from their positions at a meeting of the Board with the participation of at least 2/3 of the members of the Board by a qualified majority of votes.

9. The Chairman of the Board has the following powers:

1) carries out planning of the work of the Board, forms the agenda of the meetings of the Board;

2) represents the interests and position of the Board;

3) has the right to approve on behalf of the Board the documents considered at the meetings of the Board, on which a positive decision was made;

4) sets the dates for regular meetings of the Board;

5) makes a decision to convene extraordinary meetings of the Board.

10. The activities of the Board are provided by the university, the rector of which is the chairman of the Board.

11. The Board of Rectors informs the Ministry of Education and Science of the Republic of Kazakhstan and the Republican Board of Rectors about its work.

12. Meetings of the Board of Rectors are held at universities as agreed. Minutes are drawn up after each meeting.
