I. Support for Graduate Employment
1.1. Issuance of Work Assignment
A work assignment, subject to mandatory completion according to the curriculum, is issued in accordance with the procedure established by the university.
Graduates are provided with:
• personal work obligation – a document confirming the graduate's agreement to fulfill employment duties within the established period;
• official work assignment – a document granting the right to employment in the relevant specialty;
• employment consultation – a brief professional consultation on career guidance and entering the labor market.
1.2. Interaction with Employers
The department maintains regular contact with partner organizations in the labor market.
For graduates, the following is provided:
• information on vacancies;
• job fairs;
• meetings and seminars organized by employers;
• opportunities for internships and practical training.
II. Mandatory Work and Exemption from It
In accordance with Article 47, Paragraph 17 of the Law of the Republic of Kazakhstan “On Education”:
• In case of the absence of suitable vacancies in the locality where the graduate’s spouse permanently resides, works, or serves in the military/service (Appendices: document confirming spouse’s place of residence; certificate from spouse’s workplace or military service document; certificate from the employment center confirming the absence of vacancies.)
• Citizens with disabilities of groups I and II, in cases of socially significant circumstances affecting living and working conditions (Appendices: copy of the conclusion of the Medical and Labor Expert Commission.)
• Citizens admitted to Master’s, Doctoral, or Residency programs under the state educational order (Appendices: copy of the enrollment order or corresponding certificate.)
• Pregnant women, mothers with children under three years old, and persons raising a child (children) independently (Appendices: Form No. 026/e — conclusion of the Medical Consultation Commission.)
• Citizens called to serve in the Armed Forces of the Republic of Kazakhstan (Appendices: certificate from the military commissariat or a copy of the call-up notice.)
Each category must provide the corresponding supporting documents. Applications are submitted to the head of the university.
III. Confirmation of Employment
Graduates are required to confirm employment within the period established by the university after graduation. One of the following documents must be provided:
• official certificate from the employer;
• certified copy of the employment order;
• official certificate of registration at the employment center;
• document confirming completion of military service (for those granted a deferral from mandatory work obligation).
IV. Interaction with Graduates
The Career and Practice Department, in order to support the professional development of graduates, provides:
• individual consultations on career guidance and adaptation to the labor market;
• regular updates of the unified graduate information database;
• collection and analysis of employment statistics;
• development and strengthening of cooperation with the graduate association.
Mandatory work obligation for graduates
Information for Graduates from JSC "Financial Center"
JSC "Financial Center" (hereafter – Center), which is the operator of the authorized body in the field of education, ensuring monitoring and control over the observance by young specialists and doctors of philosophy (PhD ), trained on the basis of the state educational order of their obligations to work off or reimburse the costs of budgetary funds in the event of failure to work off, reports that in response to an SMS message received from the contact center "1414" with an offer to give consent to Center (message "511") or refuse to give consent (message "512") of a student in an OHPE or SOHC, as well as a graduate of a bachelor's degree, internship, residency, master's degree and doctoral program You are given the opportunity to respond within 15 minutes of the response time, after which the message is considered irrelevant.
After students to OHPE or SOHC or graduates of bachelor's, internship, residency, master's and doctoral programs send a "511" (consent) message to contact center at "1414" for collecting and processing personal data, the Ministry of Labor and Social Protection of the Republic of Kazakhstan will provide limited data Center – such as BIN or IIN of the employer, name of the organization, address of the employer and periods of receipt of mandatory pension contributions.
At the same time, other personal data of a confidential nature will not be displayed in the information of the Ministry of Labor and Social Protection of the Republic of Kazakhstan for Center.
When sending messages "512" (refusal) to contact center on "1414" for the collecting and processing personal data of a student at a OHPE or SOHC, as well as a graduate of a bachelor's degree, internship, residency, master's degree and doctoral program, those students or graduates should also independently send to Center supporting documents on the fulfillment of the obligation to work off before the expiration of the three-year or two-year period of work off.
